Two winters on one map
The Capilano area is really two different assignments sharing a name. Down at the bottom, Norgate is a flat, harbourside pocket of light industry and commercial yards hard against Highway 1 and the Marine Drive corridor — it behaves like the waterfront, where the hazard is wet pavement and overnight refreeze rather than depth. Climb north up through Pemberton Heights toward Capilano Road and you gain elevation fast, and the slope holds real, accumulating snow. Route the whole area the same way and half of it gets the wrong service.
We split it. The flats run on freeze-thaw timing with proactive de-icing and salting, while the Pemberton Heights slope gets plowing and snow clearing weighting, with crews watching elevation-specific conditions so uphill sites aren’t waiting on trucks after the fact.
Industrial flats, retail corridor, hillside strata
Norgate’s wide flat lots and loading areas are their own challenge: meltwater pools across a big footprint and refreezes into broad ice sheets, and dock approaches ice exactly where forklifts and trucks need traction. Those sites need real plowing capacity plus targeted de-icing at the low points, not a single pass down the middle. Along the Marine Drive corridor and around the Capilano Mall area, retail and office frontage needs early-morning clearing before customers and staff arrive; up the slope, Pemberton Heights strata bring shared walkways, visitor parking and sloped entrances that ice at their own pace. Every visit is documented with timestamped photos for the property managers and councils behind each site.
A busy arterial with real bylaw frontage
Marine Drive is one of the North Shore’s key arterials, and the sidewalk-clearing obligation along it is visible and enforced — the District and City of North Vancouver both require owners to clear adjacent sidewalks by 10am after a snowfall.
